In this article we examine one of the causes of the non-implementation of a human rights-based approach to development in depth, namely the assumption of some development practitioners that this approach has only limited local relevance. We argue that consultations with local rights-holders can increase the legitimacy and effectiveness of this approach, and use new empirical material on the Sanitized Villages project in the DRC to indicate one possible avenue for increasing the local relevance of human rights-based approaches.
