Abstract
In the aftermath of the worldwide economic crisis of 1973, Belgium went through a period of economic difficulty which led to stagflation and a huge increase in unemployment. Different measures were adopted by the government, but to no avail. In the early 1980s, private relief organizations within the Flemish social cultural and welfare work were also increasingly confronted with long-term unemployed. First, this central issue had to be dealt with. Projects were initiated to provide adequate training, work experience and employment for unemployed with an outspoken risk profile. At the beginning of the 21st century, these projects formed the basis of a 'social economy' sector in Flanders.& para;& para;In this article, we will examine whether the social economy in Flanders can be explained on the basis of the neo-institutional organization theory. We have concluded that, for the most part, the sector meets this theoretical framework. The social economy developed as the result of the shortcomings of the existing infrastructure in the field of unemployment. Certain 'institutional entrepreneurs' were able to develop a model which stood out from the existing structures and succeeded in bringing it to the attention of the relevant authorities. Thus, the new structure could be institutionalized.
