Abstract
As in the Netherlands, Belgium has a tradition wherein the government was reluctant to take initiatives about citizenship education. The freedom of education, the system of religious education and a specific interpretation of the principle of state neutrality can explain the hesitation of the governments. Today, we have a new situation. In 2018 the Flemish Government and Parliament agreed to introduce civic and democratic education for all students in secondary schools. Because of the importance of citizenship and democratic literacy, this is a legitimate initiative. This article explains why this initiative of the Flemish government is justified.
