This paper assesses the existence of economies of scale and cost complementarities in the European air navigation services (ANS) industry to provide policy makers and air navigation service providers (ANSPs) insight into the economic viability of pos- sible industry-led consolidation opportunities. While previous studies using parametric methods made ab- straction of the multiproduct nature of the ANS in- dustry, this paper tries to ll that gap by estimating a multiproduct translog cost function. The existence of economies of scale is evaluated from the estimated cost function at the sample means as well as for in- dividual ANSPs in the panel. The results suggest that most European ANSPs produced, on average, at constant economies of scale or small diseconomies of scale over the period 2011 - 2015, while cost com- plementarities do not seem to exist. |
