This research identies potential gains of dier- ent merger scenarios between air navigation service providers (ANSPs) in Europe, as well as how these potential gains might be captured, in order to of- fer ANSPs and policymakers support for the Single European Sky (SES) II+ package implementation. While existing research has mainly looked into the existence of economies of scale or into eciency of functional airspace blocks (FABs), there is a need for a research shift towards other potential consolidation scenarios. The potential gains of such merger scenar- ios has not yet been analysed thoroughly, which is the main contribution of this paper. The results suggest that the potential merger gains of the analysed sce- narios are mainly due to improvements in technical eciency which could possibly also be achieved by improving the current ANSP performance scheme. |
