Methodology for the calculation of vehicle-associated costs in urban areas

Abstract

The totally of costs caused by owing and using a car is seldom known or even perceived. Who does truly think about including wear and tear, insurance, annual car taxes and similar costs when sharing the cost of a common car trip? Knowing the exact amount of vehicle-associated costs of different transport means may induce people to switch to public transport. It may also be of greatest importance for urban collective passenger or freight service providers: for the former their cost figures play an important role, for instance, when negotiating the subsidy level with the authority, especially in tendering procedures. For all transport service providers these costs are vital for transport pricing according to economic principles. However, it is not always easy to take all cost items correctly into account. A major problem already arises when trying to trace a border between urban and non-urban transport services, which in public passenger transport are frequently provided by the same operator without separation of accounts. Other complications are related to the way to consider different traffic conditions, local particularities and other variables within a company's cost structure. This paper aims to devise and present a general methodology for the identification and quantification of vehicle-related transport costs that can be used for all urban transport means, such as car, bus, underground, tramway, urban railways, light-rail, waterborne transport. Walking, bicycle and motorcycle riding are out of its scope. |
