Chapter 21 focuses on government funding of incubators and the manner in which these investments generate returns. The authors develop a quantitative efficiency assessment model for government funded incubators, focusing on first and second tier income that incubators generate. The first stage model is applied to a Belgian government funded incubator, and it is observed that it does generate a net benefit for the funding agency through job creation, but it is rather modest. When it comes to the generated net benefit to the government per job it was estimated around €40.000 a year. It was shown that the second-tier tax income has a much higher impact than the direct tax start-up owes on its profits. |
