Building blocks for the long-term governance of B&C waste in Belgium

Abstract

|
This report presents the overall findings of a research project commissioned by ONDRAF/NIRAS, the Belgian radioactive waste management agency, performed between June 2018 and December 2019. The aim of the research was to provide suggestions on how to organise a governance process addressing the long-term management of high-level waste in Belgium, including the transition from adopting to implementing a specific management strategy. A variety of methods for data collection were applied (i.e. semi-directive interviews, focus groups, a Delphi survey and scenario workshops), all of which were of a qualitative nature. A wide range of opinions and positions were collected from a heterogeneous set of actors who made up the target public, extending beyond ONDRAF/NIRAS to include current and future stakeholders (including a number of Dutch stakeholders) in the nuclear waste programme of Belgium. Key dimensions for a long-term governance process were identified and presented in this report, along with a set of tangible recommendations regarding the design of a such a process. |
