Border-crossing merger North Sea Port : application of the critical succes factors to the seaports of the Flemish Dutch delta

Abstract

|
The port authorities of the Port of Ghent and Zeeland Seaports merged in December 2017 into the border-crossing entity North Sea Port. This research investigates what lessons other port authorities can learn from the model of North Sea Port. Therefore, the Critical Success Factors (CSFs) of North Sea Port were identified, these were the critical elements that made the merger successful. The five most essential CSFs can be summed up as follows: the comparable size, the geographical proximity of the ports, the trust between the managers of the port authorities, the bottom-up driven initiative and the similarity in core business. Subsequently, the aforementioned success factors are applied to all seaports in the Flemish-Dutch Delta (FDD). To set a benchmark, the success factors are tested against existing port mergers, including North Sea Port. Afterwards, hypothetical mergers in the FDD are analysed. It can be concluded that the largest ports, being Antwerp and Rotterdam, achieve the lowest scores in this analysis and thus will benefit the least from a merger. The merger between North Sea Port, Zeebrugge and Ostend achieves the highest score, which is equal to the reference and is hence deemed the most positive merger with the highest chance of success according to the simplified North Sea Port model. |
