ICT innovation in port–hinterland transport services : developing cost-effective horizontal integration tools

Abstract
Hinterland transport operators act in a highly competitive market and therefore face low profit margins. This type of stakeholders leverages on information communication technology (ICT) innovation to deliver their services. Yet, the cost of implementing these solutions is perceived as a barrier and benefits are not always proved. To break this vicious circle, ICT providers coagulate a critical mass of users around one solution to divide development cost and prove the benefits of their solutions. This research and discussion present the insights about the development path of ICT innovation cases, points out the costs and benefits types they generate to maritime supply chain stakeholders and analyses how ICT providers reach cost-effective outcomes. The latter is carried from the perspective of the ICT providers that have the goal of achieving a high number of users for their applications. The results show that, by applying a mixed development approach (bringing together a multidisciplinary team), structurally investing in market update and using a public-private funding source for faster operation, ICT innovation achieves better cost-effectiveness in the supply chain.
