Abstract
The strategy people use to satisfy the governing variables is to unilaterally control the task, the environment, and others. The consequences of the behaviour will be single-loop learning, but it will include little public testing of ideas. In order for organizational learning to occur, learning agents’ discoveries, inventions and evaluations must be embedded in organizational memory. They must become encoded in the individual images and the shared maps of organizational theory-in-use from which individual members will subsequently act. If the encoding does not occur, individuals will have learned but the organization will not have done so. The revamped learning programme would comprise a practical training that was to be embedded in the training period of new employees, with support in the workplace. By talking openly about incidents and adapting their behaviour throughout the training, they work towards increasing their learning ability, and each time they are energised and eager to accumulate new knowledge.
