The entry gives an account of the theory and practice of asymmetric federalism through its emergence, definition, types, determining factors, and functional and normative dimension. The first section gives a brief overview of the origins and evolution of the concept. The second part is concerned with the definition and types of asymmetric federalism, including political, constitutional, horizontal, vertical, temporary, permanent, asymmetries of full-fledged and peripheral subunits, and asymmetry in the outcome as the most prominent types of asymmetries. It then moves to discuss factors that interact with asymmetry, with special regard to identity. With this, the entry covers the functional dimension of asymmetry. The fourth part addresses the normative dimension of asymmetry by looking into the meaning of equality and the trends of resymmetrization and recentralization in asymmetrical constitutional systems. The remaining part of the entry deals with some of the challenges and future research agenda in the field. |
