Abstract

Social workers are increasingly faced with growing expectations to be accountable for their performance. Social workers can be internal accountability towards the management, social professionals, and clients of the social work organization for learning and improving the social work practice, as well as external towards partners or the funding government. This dissertation focusses on the tension between upward accountability and internal learning as motives for evaluating social work practices. Through three case studies, I examine how an evaluation research contributes to both accountability relationships and whether these two evaluation purposes are compatible. Based on the findings, I conclude that evaluation research adds value to both accountability relationships. However, it appears that accountability and learning as evaluation purposes cannot be easily reconciled without a shift in the way accountability is practiced within social work. Therefore, I advocate for a horizontal accountability relationship that focuses on the development of social work practice. This horizontal approach to accountability allows for learning and reflection and emphasizes the importance of knowledge sharing through a multi-stakeholder relationship involving policymakers, social professionals, clients, and social work researchers. |
