Conditions for successful public-private collaboration for public service innovation

Abstract

|
Digital transformation and public service innovation are vital ingredients in our dynamic and complex societies. However, due to the complexity of the environments in which we innovate, collaborations between multiple actors are often needed to advance the quest for digital transformation. This chapter explores how partnerships between public and private sector actors pursue public service innovation in the context of digital transformation. We argue that collaborative arrangements are essential to address complex societal issues and mobilize the required resources and knowledge to solve these issues. A new theoretical framework is presented that identifies four types of conditions: (1) features of the partnerships, (2) features of the involved individuals and organizations, (3) features of the employed information and communication technology (ICT), and (4) features of user involvement. The framework allows us to conceptualize and analyse the design and agency of these partnerships, and to understand how different conditions affect the process of collaborative innovation. |
