In the last decades, the role of users in public service delivery has evolved into a more active role with a deeper involvement. This chapter analyses the partners’ perspective on user involvement in collaborative innovation projects by testing four roles of user involvement, i.e., users as legitimators, customers, partners, and self-organizers. To discover partners’ perspectives, Q-methodology is applied to 50 partners in eHealth collaborations for service innovation. The results show two different empirical profiles of user involvement: (1) output-oriented, where user involvement seems to be a means to obtain a proper end product, and (2) process-oriented, where the users are considered to be active participants in the collaboration dynamics of the innovation process. |
