The coordination of smart cities : insights from a cross-case analysis on the implementation of smart city strategies

Abstract

This chapter looks at two countries with a distinct Rechtsstaat tradition seeking to implement digital transformation at the local level. It builds on a comparison of smart city innovation partnerships in Antwerp (Belgium) and Darmstadt (Germany), based on document analysis and 12 semi-structured interviews, six in each country. For each city, nationally known as a digital pioneer, we unravel how its smart city strategy implementation evolves in a dynamic environment by drawing on the conceptual distinction between cooperation, coordination, and collaboration (the ‘3Cs’). This allows us to explore the different levels of collaborative intensity within smart city networks and how time and structure can affect this intensity. The results show that smart city networks are not clearly collaborative; rather, different forms of partnership intensity can be identified, which unfold along temporal and structural dynamics. The chapter provides general lessons for theory and practice, using the model developed in Chapter 3 as a guide. |
