Abstract

Belgium is a Federal State with several autonomous governments, all moving at a different pace towards sustainable development. Implementing common measures on a national level is a considerable challenge, as all governments prefer to develop their own vision and strategies first. The chapter focuses on the governance model and strategies of the Flemish regional government in the light of recent theories. The region of Flanders has been conducting its own sustainable development policy since 2004, whereas the federal government has been doing so for about ten years. The Flemish model designed places the political responsibility with the Minister-President, but relies on limited resources and minimal co-ordination. To make a first assessment of the strengths and weaknesses of the Flemish approach, the model and strategy including their implementation were analysed. |
