Abstract
On March 18th, the EU and the Philippines announced the official resumption of negotiations, which were paused in 2017. In July 2023, Von der Leyen and Marcos expressed the intention to conclude a trade agreement "as soon as possible". This deal can potentially increase the bilateral trade by up to 6 billion euros. For Brussels, the Agreement with Manila fits into two broader political designs: the strategy for the Indo-Pacific and the doctrine of open strategic autonomy.
