Portfolio management agility – deriving design goals

Given an enterprise’s complex business dynamics, there is an increasing need for agility in managing IT portfolios. Existing practice recommendations for portfolio-level agility have neither sufficient empirical validation nor consistent support from explanatory theories, leading to portfolio practices built around unique contexts and limited guidance. As part of a broader design science research effort, this online focus group research study derives design goals for a framework to achieve agility within IT portfolios. The study, conducted with 18 senior IT leaders, captures practitioner expectations around portfolio agility and synthesizes four design goals with 14 associated themes. The systems approach adopted affords a holistic representation of portfolio agility. We augment past studies focusing on effective response to dynamic business needs by highlighting the need to sense and learn from environmental changes – thus extending current knowledge on portfolio agility and forming the basis for designing a more comprehensive framework enabling portfolio agility.
