Crowdsourcing and systematic review of community-based monitoring and citizen science initiatives in the Global South

Community-Based Monitoring and citizen science (CMCS) have garnered considerable attention in recent decades as effective approaches for augmenting public governance and development. Despite their commonalities, there is a gap in the extant literature between these approaches, which impedes cross-learning and understanding. Furthermore, the literature on CMCS predominantly focuses on theory and impact evaluation, neglecting to provide a comprehensive overview of their practical application across different countries and domains. To fill these gaps in the literature, we determined and assessed CMCS interventions in Global South countries. Our methodology involved a crowdsourcing exercise with members of the CMCS community of practice. This exercise helped us uncover critical limitations and valuable lessons for undertaking crowdsourcing research. To address certain issues raised in the crowdsourcing process, we undertook a systematic review of CMCS interventions in Uganda. Our analysis suggests that CMCS interventions primarily serve as learning tools for communities and state actors, especially in public service delivery. They have not yet achieved the status of established conventional methods in terms of involving communities in governance and research. A significant portion of the commitments linked to the analysed interventions encounter substantial barriers, predominantly attributable to the brief duration of implementation and the limited participation of citizens and communities in phases beyond data collection. In light of the study’s constraints, we recommend further research to employ more comprehensive and methodologically rigorous designs.
