Resurrection after civil war and genocide: growth, poverty and inequality in post-conflict Rwanda

Abstract
This paper focuses on the case of Rwanda to illustrate the importance of looking beyond 'robust' cross-country averages examining the link between growth, poverty, redistribution and conflict. It argues how policy making in Rwanda as formulated by the Poverty Reduction Strategy could provide more efficient pathways towards poverty reduction by combining economic growth with pro-poor redistribution. Cet article prend le cas du Rwanda pour illustrer la nécessité d'aller audelà des moyennes transversales qui examinent le lien entre croissance, pauvreté, redistribution et conflit. Il montre comment l'élaboration des politiques au Rwanda - formulée dans le Cadre Stratégique de Lutte contre la Pauvreté - pourrait permettre d'envisager de meilleures pistes pour réduire la pauvreté en combinant la croissance économique avec une redistribution 'pro-pauvre'.
