The article discusses the implementation of the universal coverage of health services. In order to achieve the goal of universal coverage in developing health financing systems, flexible short-term responses are needed for questions such as the existence of political will and stewardship, how low-income countries can pay and the length of time for reform to be implemented. It is proposed that there is a need to integrate an institutional design into a conceptual framework for assessing health financing system reform for universal coverage. It is said that this framework can link universal coverage to the rules and organizational agreements of health financing policy |
