The articleiscomposedasadiptych.First,ageneralframeworkofcriteriatoevaluatetheperformance of renewableenergysupportsystemsiselaborated.Itisbuiltaroundthemaincriteriaeffectiveness, efficiencyandequity.Allthreearemulti-layeredandspecifyingthecontentsofthevariouslayersiscase dependent.Second,theframeworkisappliedondetaileddataabouttheFlemishtradablecertificates supportsystem. Severalsalientconclusionsconfirmobservationsfromresearchinothercountriescausinggrowing awareness.First,mostcrucialisacarefulanddetailedqualificationofrenewableenergysourcesand technologies. Without,eveneffectivenessisnotreliablymeasurable.Second,nearbytargetsof renewableenergyoutputmustfollowfromaclearlydesignedtransitiontrajectorytowardsa sustainableelectricitysector.Suchtransitionisintertwinedwithanindustrialtechnologicalpolicy for bringingthenecessarytechnologiestodevelopmentandmaturity.Third,iftheabovetwo prerequisitesareoverriddencertificatessystemsaboundofexcessprofits,predominantlyreapedby incumbentpowercompaniesbeingnotthebestagentsofrealchangetoasustainableenergyfuture
