Diversity of discrimination: a paradox within Belgian public management

Abstract
This paper analyses a specific application of diversity management in the Belgian public sector. There is a typical connotation due to the distinction between classic civil servants on the one hand and contractors on the other hand. In spite of the general rule that the personnel in the public sector must be hired in a statutory way, the category of contract employees is increasing. The paper analyses the differences between those two categories of personnel for the diverse HR practices, within the context of diversity. Is this form of diversity perhaps a kind of discrimination, since contractors and civil servants dont enjoy the same working conditions for the same work? The answer to this question becomes even more relevant when gender and age are explored
